About FBR & Pakistan's Tax System

The Federal Board of Revenue (FBR) is Pakistan's apex authority for tax policy and collection. Pakistan uses a progressive slab system under the First Schedule of the Income Tax Ordinance, 2001. Taxes are deducted at source by employers (withholding tax) and declared annually via the FBR IRIS portal.

Pakistan levies two broad categories of tax:

  • Direct taxes — income tax, corporate tax, property tax.
  • Indirect taxes — Sales Tax (GST ~18%), Customs Duty, Federal Excise Duty.

Revenue is distributed between the federal government (42.5%) and provinces (57.5%) under the 7th NFC Award.

Formula Used

Progressive slab system (salaried, FY 2026-27):
• Up to Rs. 600,000 → 0%
• Rs. 600,001 – Rs. 1,200,000 → 1% of amount exceeding 600,000
• Rs. 1,200,001 – Rs. 2,200,000 → Rs. 6,000 + 11% over 1,200,000
• Rs. 2,200,001 – Rs. 3,200,000 → Rs. 116,000 + 20% over 2,200,000
• Rs. 3,200,001 – Rs. 4,100,000 → Rs. 316,000 + 25% over 3,200,000
• Rs. 4,100,001 – Rs. 5,600,000 → Rs. 541,000 + 29% over 4,100,000
• Rs. 5,600,001 – Rs. 7,000,000 → Rs. 976,000 + 32% over 5,600,000
• Above Rs. 7,000,000 → Rs. 1,424,000 + 35% over 7,000,000

Effective Rate = Annual Tax ÷ Annual Gross Income × 100
Monthly Tax = Annual Tax ÷ 12
Take-Home = Gross Income − Annual Tax

Examples

Example 1 — Rs. 60,000/month (Junior employee)

Annual income = Rs. 720,000 → taxable above Rs. 600,000 = Rs. 120,000 @ 1% = Rs. 1,200/year (Rs. 100/month). Take-home = Rs. 59,900/month.

Example 2 — Rs. 100,000/month (Mid-level professional)

Annual income = Rs. 1,200,000 → exactly at slab 2 ceiling = Rs. 6,000/year (Rs. 500/month). Take-home = Rs. 99,500/month.

Example 3 — Rs. 200,000/month (Senior manager)

Annual income = Rs. 2,400,000 → Rs. 116,000 + 20% × (Rs. 2,400,000 − Rs. 2,200,000) = Rs. 116,000 + Rs. 40,000 = Rs. 156,000/year (Rs. 13,000/month). Effective rate ≈ 6.5%.

Example 4 — Rs. 500,000/month (C-level)

Annual income = Rs. 6,000,000 → falls in Rs. 5.6M–7M slab: Rs. 976,000 + 32% × Rs. 400,000 = Rs. 1,104,000/year (Rs. 92,000/month). Effective rate ≈ 18.4%.

Frequently Asked Questions

What are the income tax slabs for Pakistan in 2026-27?

Pakistan uses 8 progressive slabs for salaried individuals in FY 2026-27: 0% up to Rs. 600,000 → 1% (Rs. 600k–1.2M) → 11% (Rs. 1.2M–2.2M) → 20% (Rs. 2.2M–3.2M) → 25% (Rs. 3.2M–4.1M) → 29% (Rs. 4.1M–5.6M) → 32% (Rs. 5.6M–7M) → 35% above Rs. 7M.

What is the tax-free salary threshold in Pakistan 2026-27?

Annual income up to Rs. 600,000 (Rs. 50,000/month) is completely exempt from income tax under the 2026-27 budget.

Is the 9% surcharge still applicable in 2026-27?

No. The Finance Bill 2026 abolished the 9% surcharge on salaried incomes above Rs. 10 million, effective from Tax Year 2027 (July 1, 2026 onward). High earners now simply pay their slab tax with no surcharge on top.

How is monthly income tax calculated from an annual figure?

The FBR computes tax on your annual gross income using progressive slabs. The employer then deducts Annual Tax ÷ 12 from each monthly pay cheque. Our calculator shows both the annual total and the monthly deduction.

What is the difference between a Filer and a Non-Filer?

A Filer (Active Taxpayer List / ATL) submits annual income tax returns to FBR and enjoys lower withholding rates on bank profit, property and vehicle transactions, and can claim excess-tax refunds. A Non-Filer pays higher withholding rates (up to 35–40% on bank profit) and cannot claim refunds.

Can teachers and researchers get a tax reduction?

Yes. Full-time teachers and researchers at HEC-recognised universities and FBR-approved research institutions qualify for a 25% reduction on salary income tax under the Income Tax Ordinance, 2001. Use the Advanced Options panel to apply this discount.

What deductions can I claim before applying slabs?

Allowable deductions include: Zakat paid to a government-approved institution (deducted from taxable income), pension-fund contributions (Section 63 of ITO 2001), and donations to approved charitable organisations. Tax credits are available for education fees (Section 60D), renewable energy equipment, and mortgage interest on a first home.

What is the effective tax rate and why is it lower than my bracket rate?

The effective tax rate is your total tax divided by your total gross income. Because Pakistan uses a progressive system, each layer of income is only taxed at that slab's marginal rate. Most of your income is taxed at lower rates, so the effective rate is always lower than your top-bracket marginal rate. For example, Rs. 200,000/month has a marginal rate of 20% but an effective rate of only ~6.5%.

How do I file my income tax return in Pakistan?

Register on the FBR IRIS portal using your CNIC. Log in, select "Declaration → Return of Income", enter salary slips, bank statements, and allowable deductions, then submit. The deadline for salaried individuals is typically 30 September each year. A registered tax consultant can assist with complex returns.

What changed between Budget 2025-26 and Budget 2026-27 for salaried employees?

Budget 2026-27 introduced four key changes: (1) Two new slabs added at Rs. 5.6M–7M (32%) and above Rs. 7M (35%). (2) Rates cut in four brackets (23%→20%, 30%→25%, 35%→29%, 35%→32%). (3) 9% surcharge abolished. (4) The tax-free threshold and lower slabs (0%, 1%, 11%) remain unchanged. Overall, salaried individuals earning above Rs. 2.2M save tax compared to 2025-26.
